Who was Michele Sensi-Contugi

Who was Michele Sensi-Contugi?

Michele Sensi-Contugi Ycaza was an Italian-Ecuadorian businessman, senior government official and one of President Daniel Noboa’s closest political allies. He was 44 when he and his wife, Ecuadorian fashion designer Stephany Hollihan, died in a tourist-helicopter crash in northern Kenya on August 19, 2026.

From businessman to Noboa confidant

Before entering government, Sensi-Contugi was involved in several Guayaquil businesses, including companies working in clothing, plastics and biotechnology. He held an MBA from Nova Southeastern University in Florida.

His political prominence began during Ecuador’s 2023 extraordinary presidential election. According to CNE records reported by Primicias, he contributed approximately $25,000 in promotional materials to Daniel Noboa’s campaign. He subsequently became part of Noboa’s trusted inner circle and was named first vice-president of Noboa’s ADN political movement.

His government positions

Noboa appointed Sensi-Contugi director of Ecuador’s intelligence service in January 2024. The institution was then known as the Centro de Inteligencia Estratégica and was subsequently reorganized as the Centro Nacional de Inteligencia.

He briefly served as minister of government from April to August 2024, while continuing to oversee intelligence. As government minister, he was responsible for political coordination between the presidency, National Assembly and other state institutions.

Sensi-Contugi also represented the president on the boards of several strategically important public companies, including:

Why was he important?

As intelligence director, Sensi-Contugi headed the institution responsible for collecting and coordinating strategic intelligence for the Ecuadorian government. That placed him close to decisions involving organized crime, national security and the Noboa administration’s campaign against criminal organizations.

However, much of an intelligence director’s work is confidential. Public reporting provides considerably more information about his appointments and relationship with Noboa than about the specific intelligence operations he directed.

His death was therefore significant not simply because a senior official had died, but because Noboa lost a close friend and trusted adviser during a serious national-security crisis. Noboa described him as loyal and “irreplaceable” and ordered three days of national mourning.

His death in Kenya

Sensi-Contugi and Hollihan were listed as tourists aboard a helicopter travelling toward the Loisaba Conservancy in Kenya’s Samburu County. The aircraft crashed near Mount Ololokwe, killing all six passengers and the pilot.

The Kenyan authorities are investigating the cause. There was no confirmed evidence that the crash was connected to Sensi-Contugi’s intelligence position; available official and international reporting described it as a tourist flight. Reuters

In short, Sensi-Contugi was not a long-established public politician. He was a businessman who rose very quickly after supporting Noboa’s presidential campaign and became one of the president’s most trusted officials, eventually directing Ecuador’s national intelligence system.
